About Buffalo Shredding & Recovery

Buffalo Shredding & Recovery (BSR) is a full-service scrap metal processing facility located at 3175 Lakeshore Road, Blasdell, NY 14219. The facility has been in operation since December 2011, with minor modifications completed in February 2018. BSR is currently permitted under an Air Facility Registration (AFR) issued by the New York State Department of Environmental Conservation (DEC) (DEC ID 9-1448-00419) on November 20, 2017.

As part of our continued commitment to environmental compliance and operational transparency, Buffalo Shredding & Recovery is seeking to upgrade its authorization from an Air Facility Registration (AFR) to an Air State Facility (ASF) permit. This change will allow us to continue operating responsibly while meeting evolving state environmental standards. The permit modification includes the installation of a pre-shredder to improve processing efficiency and reduce fugitive emissions. No other structural or operational changes are planned.

Public Participation Plan (PPP)

In accordance with Commissioner Policy 29 (CP-29), Environmental Justice and Permitting, and 6 NYCRR Part 621.383, Buffalo Shredding & Recovery has developed a Public Participation Plan (PPP). This plan ensures meaningful and effective community engagement throughout DEC’s environmental permitting process.

The PPP outlines our commitment to keeping nearby residents, community leaders, and other interested parties informed and involved as we move through the permit review process. We encourage public input and value transparent communication with our neighbors and stakeholders.
